I. A City of Culture and A Gateway to the World
Ningbo, located in the south of the economically developed Yangtze River Delta, a key city within the Delta with Shanghai and Hangzhou being neighboring cities, is an important city, opening up to the outside world, an economic center in Zhejiang Province, the center in the south of the Yangtze River Delta and a major trading port in East China. Ningbo boasts a total land area of 9,816 square kilometers and the urban area covers a total of 2,462 square kilometers out of the 9,816. Till the end of Year 2016, Ningbo had a registered population of 5.91 million, and 2.842 million people live in the urban area.

II. About Jiangbei
Jiangbei District, covering a total area of 208 square kilometers and located in the “Three-River” area in the northwest of Ningbo, is the largest downtown area in Ningbo with unique geographical advantages, a long history, profound culture, beautiful landscape and rich tourism resources. It is kernel area for the development of the “City Tourism Circle” and the “Three-River Folk Custom Tourism Gallery”.
Jiangbei boasts numerous resourceful rivers and lakes, including Yao River, Yong River, Ci River and Zhuangqiao River and so on, a long history and abundant cultural relics of ancient cultural sites and ancient buildings.
Jiangbei District, next to Yong River, is connected with Yinzhou District by Yong River Bridge, Qingfeng Bridge and Changhong Tunnel, and is adjacent to Haishu District and Yinzhou District in the Southwest, linked by Xinjiang Bridge, Jiefang Bridge, Yongfeng Bridge, Jiangbei Bridge and Qinglingdu Bridge. To the West is the city of Yuyao, to the North Cixi and to the Northeast Zhenhai District.
III. Sea, Land and Air transportations Extending in All Directions
Jiangbei boasts a most favorable geography and becomes a transportation hub of Ningbo thanks to the opening of beltways, Hangzhou Bay Bridge, Zhoushan Island Bridge, Hangzhou-Ningbo Passenger-Traffic-Only Line and railways in Ningbo.

Rail Transit Line 2 was opened in September 2015 and planned Line 3/4/5/6/7 will also set up stops in Jiangbei.

IV. Four Kernel Functions
To highly develop modern service industries
Jiangbei is to fully contribute to the development of Ningbo Port Economic Circle, to highly develop “4+4” Industry, i.e., to develop 4 basic industries of shipping logistics, financial services, modern commerce and business intermediaries, and 4 rising industries of e-commerce, leisure traveling, culture and fashion, to accelerate the development of high-end and high-efficient building economy with high output, and to focus on the construction of 3 major business blocks of Kernel Waterfront Area, Wantou Leisure Business Area and Tianshui-Xiejia Block for making the modern service industry in Jiangbei more competitive throughout Ningbo.

To highly develop urban industrial functions  
Jiangbei is to fully promote the development of 5 strategic new rising industries of new power, new materials, new equipment, a new generation of information technologies and life and health, to accelerate industrial transformation and upgrading of traditional industries of non-ferrous metal processing, equipment manufacturing, electrical equipment manufacturing and auto parts manufacturing, to develop headquarters economy, to accelerate construction of urban industrial buildings and to explore further space for industrial development.

To highly develop the E-commerce innovative economy

Jiangbei is to highlight e-commerce innovative functions and develop the development of e-commerce economic innovative industrial clusters, supported by pseudo-banking, smart industries, headquarters economy and cultural innovations, to focus on introducing and nurturing enterprises and institutions who are specialized in new industries with new formats, new models, new technologies and new platforms, and to go all out to introduce brand e-commerce enterprises.

To further develop the urban leisure tourism
Jiangbei is to promote the development of urban leisure tourism by introducing both the best natural landscape in rural areas and the best cultural architecture, to focus on the development of the Waterfront Cultural Leisure Belt (the Old Bund Fashion Leisure Block, A-La City of Water in the New Three-River Zone, Sports Leisure Area in the Olympics Center and Agricultural Parks), the Mountainside Ecological Leisure Belt (characteristic villages along and in the mountains) and clusters of tourism destinations, and to accelerate the construction of greenways.
