This Document is put forth upon researches and approval with the purpose of following the spirit of municipal, provincial and national documents for the development of cross-border e-business, accelerating the development of the Jiangbei Park, Ningbo Cross-border E-business Comprehensive Experiment Zone and promoting enterprises to carry out cross border e-commerce related businesses.

I. To encourage and nurture cross-border e-commerce platforms and entities

1. To encourage all kinds of cross-border e-business platforms to provide cross-border e-commerce services for foreign trade companies. A reward of 10 thousand yuan would be granted on condition that one enterprise with its annual import and export volume of over 1 million USD is successfully introduced into the platform for carrying out cross-border e-businesses. The total reward for each cross-border e-commerce platform shall be no more than 500 thousand yuan during the period when this policy is valid.

2. To encourage all kinds of foreign trade enterprises to carry out cross-border e-commerce businesses for their self-transformation and upgrading. In case the total import and export volume in the first year when a foreign trade company starts the cross-border e-commerce business reaches over 1 million USD, a reward of 0.01 yuan would be granted for every 1 USD of the total import and export volume. The reward for each enterprise shall not exceed 200 thousand yuan.

3. To encourage all kinds of companies to develop cross-border trade in services. To encourage various kinds of cross-border service providers who are specialized in finance, advertising, games and information to provide their cross-border services on smart software. A one-time reward of 100 thousand yuan would be granted for an enterprise whose income from cross-border service providing reaches to 200 thousand USD.

II. To encourage cross-border e-commerce businesses to develop larger in scale

4. To encourage cross-border e-commerce enterprises to explore export trading. As for those pilot enterprises participating in B2B export with its cross-border sales volume of over 50 million USD as well as boasting positive increases, a reward of 0.002 yuan would be granted for every 1 USD of the total export volume, but the reward for each enterprise shall not exceed 200 thousand yuan.

5. To encourage cross-border e-business enterprises to develop export increment. As for those pilot enterprises participating in B2B export with its cross-border sales volume increment of over 1 million USD as well as boasting positive increases for a successive of 2 years, a reward of 0.01 yuan would be granted for every 1 USD of the exceeding volume as compared to the total export volume of the previous year, but the reward for each enterprise shall not exceed 300 thousand yuan.

6. In case a cross-border e-commerce enterprise with its annual sales income of over 1 million USD uses EMS Postal Packages and Express as the delivery service provider, 30% of the total logistic cost but no more than 100 thousand yuan each year would be subsidized. Each enterprise is allowed to enjoy a subsidy of no more than 100 thousand yuan each year.

7. To encourage cross-border e-commerce enterprises to develop their own brands. Enterprises, whose annual sales income is more than 1 million USD, is to enjoy a full subsidy for the registration cost of its self-owned brand overseas. Every company is to enjoy a subsidy of no more than 100 thousand yuan.

III. To encourage cross-border e-commerce investment and financing

8. To support cross-border e-commerce enterprises to cover export credit insurance. For detailed information on the cost of covering the export credit insurance, please refer to the Article 7, the Several Suggestions for the Development of Business Economics, issued by the People’s Government of Jiangbei District, Ningbo (Jiangbei G [2017] No. 44).

9. To effectively make use of equity investment and industrial funds to support cross-border e-commerce development.

IV. To encourage the development of cross-border e-commerce industry

10. To encourage holding various meetings on investment attraction and exhibitions and forums. To encourage enterprises and institutions to undertake activities of meetings, exhibitions and forums on investment introduction for the development of cross-border e-commerce. Once certified by the Department of Commerce, a subsidy of within 30% of the total cost for holding such meetings, exhibitions and forums and no more than 100 thousand yuan would be granted. In case the activity is of great importance in Jiangbei District or in Ningbo, a subsidy of no more than 500 thousand would be granted.

11. To encourage carrying out training programs for cross-border e-commerce talents. To encourage professional training institutions to carry out training programs for cross-border e-commerce talents. Once certified by the Department of Commerce, a subsidy of 500 yuan per person would be granted to the training institution in accordance with the total number of talents who successfully attain relevant qualification certificates.

V. Others

12. This Document is applicable to cross-border e-commerce enterprises, registered and set up within Jiangbei District (except Ningbo E-commerce Economic Innovation Park) with independent accounting and providing sales and services to enterprises as well as individuals. The “Cross-border E-commerce Platform” refers to an online trading platform, developed by an enterprise with the purpose of providing settlers on the platform with trade matching and other related services for their import and export commodity distribution business.

13. The amount of cash redeemed in the year shall be no more than 50% of the total rental cost for the work place within Jiangbei District (except for Article 4, Article 10, Article 11 and offices purchased in Jiangbei), and the rest will be deferred to be redeemed the next year.

14. The "Import and Export Volume of Cross-border E-commerce" is based on Customs Statistics and is accumulated from certified pilot cross-border projects.

15. In case any false report of transaction data, selling counterfeit and shoddy products, any violation of intellectual property rights and other dishonest behaviors is found, the cross-border e-commerce enterprises would be forbidden from benefiting from this Document of policy.

16. This Document takes effect since April 6, 2018. If relevant documents are inconsistent with the present Document, this very Document shall prevail. If any related policy is adjusted by a higher authority, the higher-level policy should be followed.
