Measures for Lease of Talent Apartment in Jiangbei District

The Measures for Lease of Talent Apartment in Jiangbei District has been drawn up with the purpose of further perfecting the talent housing insurance system in Jiangbei District, solving the housing problems that introduced talents are facing and developing a comfortable living environment in accordance with the spirit of Opinions on Vigorously Promoting the Construction of “North Shore Smart Valley” for the Implementation of the Strategy of Introducing Talents for a More Competitive Jiangbei (Jiangbei Party Committee [2015] No. 25).

I. Basic Principle
　
Talent Apartment refers to the government-funded houses available for talents to rent, aiming at solving housing problems of introduced innovation and venture talents in Jiangbei District. Lease and daily management of Talent Apartment follow the principle of being “overall arranged; open and fair; contracted”.

II. Who can Rent & Application Requirements
　　
1. Who can Rent

Talent Apartment is available for renting by enterprises, registered and paying taxes with independent accounting in Jiangbei District.

2. Application Requirements

Qualified enterprises are able to rent a Talent Apartment for each of the following talents:

(1) Talents with bachelor's degree or above, with intermediate or above titles, with professional qualifications of technicians and above, or much-needed talents certified by the Jiangbei Talents Administration Leadership Group Office.

(2) Talents who have already signed contracts with local registered enterprises and have paid social endowment insurance premiums or housing fund for over 6 months before application.

(3) Talents or their spouse and unmarried children have no houses in Districts of Haishu, Jiangdong, Jiangbei, Yinzhou, Zhenhai and Beilun, and Ningbo National Hi-Tech Industrial Development Zone, Dongqian Lake Tourist & Holiday Resort and Daxie Development Zone (hereinafter altogether referred to as the Urban Area in Ningbo).

(4) Talents themselves and their spouse haven’t enjoyed any housing insurance policies in the Urban Area in Ningbo.

3. Priority Protected Talents

In case enterprises have introduced the following talents, such talents can be protected with priority.

(1) Top talent, excellent talents, leading talents, top-notch talents or high-level talents;

(2) Talents included in the municipal-or-above-level training projects, excellent talents who used to study overseas, rising university venturers, overseas experts included in Ningbo Annual Salary Support Plan for Overseas Engineers, municipal-or-above-level experts with outstanding contributions, excellent professional technicians in Jiangbei District or talents who have won science and technology rewards of municipal-or-above-level;

(3) Talents with vice-senior or above titles, with full-time Master’s Degree or above, or with senior professional technician qualifications;

(4) Other qualified talents (talents shall be certified by by the Jiangbei Talents Administration Leadership Group Office).

III. Application Procedure

1. Application. Enterprises shall fill out the Application Form for Renting Talent Apartment in Jiangbei District and submit the application form together with talents’ certification materials to Jiangbei Talent Market Administration Office in a period of time as required.

2. Assessment. The assessment of applications would be carried out by Jiangbei Human Resources and Social Insurance Bureau and other relevant institutions for publicity. Once no objections, the application would be approved.

3. Allocation. Jiangbei Human Resources and Social Insurance Bureau would allocate Talent Apartment for applicants while referring to the number of apartments for rental within the year. Detailed measures for allocation would be released in the year.

4. Contract. Qualified applicants are allowed to sign lease contracts with Jiangbei Urban Construction Asset Management Co., Ltd. upon Lease Permit.

IV. Rental Cost

The rental cost would be determined by a qualified third-party assessment agency while referring to the cost of public rental housing of similar kind in the same area, the market rental cost and the social and economic development level.

V. Division of Responsibilities

Jiangbei Talents Administration Leadership Group Office is responsible for comprehensive coordination related to Talent Apartment; Jiangbei Human Resources and Social Insurance Bureau is responsible for work related to rental application, qualification certification and apartment allocation, etc.; Jiangbei City Investment Co., Ltd. is responsible for daily management, contract signing, rent collection, and supervision and inspection; Jiangbei Housing and Urban-rural Construction Bureau is responsible for assistance in qualification certification and apartment allocation; Jiangbei Branch, Ningbo Municipal Bureau of Land Resources is responsible for assistance in verification of talents’ property. Other relevant functional departments should assist in accordance with their respective functions.

VI. Others

1. In case introducing key projects and major industrial parks, new measures for Talent Apartment lease can be drawn up when needed.

2. Measures for Lease of Talent Apartment in Jiangbei District takes effect since 15 July 2016.
