This document is filed upon approval by the People’s Government of Jiangbei District, Ningbo with the purpose of responding to the implementation of the national strategy of “One Belt and One Road”, adapting to the needs of the new stage of business economics development in the coming few years, speeding up the pace of industrial transformation and upgrading, providing essential services to people’s livelihood and promoting a stable and relatively fast economic and social development in Jiangbei District.

I. To support introducing the big and supporting the strong, to pay attention to balanced development and to consolidate foreign trade economic base

1. To encourage introduction of large-scale foreign trade enterprises, enriching regional foreign trade entities. Newly introduced foreign trade enterprises are able to enjoy rewards of 150 thousand yuan, 450 thousand yuan, 750 thousand yuan and 1.5 million yuan respectively in case their cumulative import and export increments of foreign trade reach 10 million US Dollars, 30 million US Dollars and 50 million US Dollars and 100 million US Dollars respectively within two years. (In case achieving a rewarding standard of a higher level in the second year, the enterprise would be granted with a subsidy of the difference between the original level and the new higher level.)

2. To encourage original existing enterprises to develop bigger and stronger, fully releasing their export potential. Original existing enterprises (doing business in Jiangbei for over 2 years) are able to enjoy a reward of 60 thousand yuan for every 5 million US Dollars that exceeds its average export volume in the past 2 years in case their annual export volume add up to over 10 million US Dollars, but the reward would be no higher than a total of 500 thousand yuan.

3. To encourage general import trade for the promotion of the introduction of resources and technologies as well as for the promotion of trade balance. To encourage the import of resources, advanced equipment and other products (except those of the State restricted categories) in the general trade mode. Original existing enterprises (doing business in Jiangbei for over 2 years) with an annual import volume of over 5 million US Dollars are able to enjoy a highest reward of 3 thousand yuan for every 1 million US Dollars under its average import volume in the past 2 years and a highest subsidy of 12 thousand yuan for every 1 million US Dollars that exceeds its average import volume in the past 2 years. Every single enterprise is allowed to win a reward of 2 million yuan at the most in one year.

4. To encourage setting up comprehensive service providers for foreign trade for the promotion of the development of service providers with platforms. (Platform) enterprises that provide comprehensive services for foreign trade with municipal-level certification are to be granted with a one-time reward of 500 thousand yuan; as for certified (platform) enterprises, they are to enjoy a reward of 15 thousand yuan for every 1 million US Dollars of self-support import and export volume within 2 years after the certification on condition that the annual total amount is over 50 million US Dollars. The highest amount of reward would reach no more than 1.5 million yuan. (In case achieving a rewarding standard of a higher level in the second year, the enterprise would be granted with a subsidy of the difference between the original level and the new higher level.)

5. To encourage service outsourcing enterprises to develop bigger and stronger. Certified service outsourcing enterprises are able to enjoy a reward of 10 thousand yuan each in case the value of their annual service outsourcing contracts exceeds 3 million US Dollars, another reward of 10 thousand yuan for every 3 million US Dollars that exceeds the last year’s annual contract value; if the annual offshore service outsourcing contract value is over 500 thousand US Dollars, the enterprise is to win a reward of 10 thousand yuan and another 10 thousand yuan per 500 thousand US Dollar increase than the total of the year before; The highest amount of the subsidy for one enterprise shall not exceed 100 thousand yuan.

II. To provide guidance for risk prevention, to strengthen factor supporting and to promote the transformation and upgrading of foreign trade

6. To support carrying out “anti-dumping, countervailing measures, safeguard measures and special safeguard measures” and to improve the response capability to the international market. As for the enterprises’ response to “anti-dumping, countervailing measures, safeguard measures and special safeguard measures”, technical trade barrier and intellectual property rights overseas protection appeal, enterprises are able to get a subsidy, 40% of the actual litigation cost at the most and shall not exceed 400 thousand yuan for one single project.

7. To encourage enterprises to explore overseas business and prevent the risk from international trade and investment. For enterprises to insure the general import and export credit insurance, the subsidy would be 20% at the highest of the actual payment of premium, and the maximum subsidy for a single enterprise is 500 thousand yuan; high-tech enterprises that have effective national invention patents or have effective international trade marks registration (Madrid Trademark) or engage in R&D and manufacturing of self-owned brands of products are able to be supported with the actual payment of the insurance policy of the government's unified insurance platform for export credit insurance and can enjoy a subsidy of 500 thousand yuan at the most each (the specific methods are to be formulated separately); as for those micro and small enterprises with annual export volume of or less than 5 million US Dollars last year are able to enjoy a full subsidy for the total payment for the government-appointed import and export credit insurance; No more than 50% of the payment of premium or no more than 300 thousand yuan would be granted as a subsidy for an enterprise’s overseas investment insurance; No more than 15% of the payment of premium or no more than 300 thousand yuan would be granted as a subsidy for an enterprise’s overseas medium and long term buying and selling (financing) insurance.

8. To strengthen the development of talents for the foreign trade and to support transformation and upgrading with intelligence. Employees of foreign trade enterprises in Jiangbei District who attain qualification certificates after attending professional foreign trade training programs that are organized by relevant governmental departments are able to enjoy a subsidy of 50% of the total cost for the training programs.

9. To encourage enterprises to attend exhibitions both at home and abroad. Enterprises attending those exhibitions in and out of China as are required by governmental institutions are able to enjoy a full subsidy for the cost to be paid for exhibition stands at such exhibitions; manufacturing enterprises and export oriented foreign trade enterprises with an annual export volume exceeding 15 million US Dollars are able to be subsidized with 20 thousand yuan for each exhibition stands but for no more than 4 stands for each company in a year in case they attend the Canton Fair jointly, and each exhibitor are to enjoy a subsidy of no more than 300 thousand yuan throughout one year.

III. To encourage investment overseas, to safeguard the rights and interests of assets and to explore the expansion of foreign cooperation

10. To encourage enterprises to invest overseas and fully participate in international cooperation. Every new approved investment project overseas of various kinds with these enterprises are able to be get a one-time reward of 5 thousand yuan; as for the projects newly approved to be carried out overseas with the investment capital of more than 5 million, 10 million, 30 million and 50 million yuan each from a Chinese investor, one-time subsidies of 5 thousand, 10 thousand, 30 thousand and 50 thousand yuan are to be granted respectively; in case new amounts of investment are added from the Chinese investors in these projects overseas, no more than 20 thousand yuan would be granted as a subsidy for every newly added 1 million US Dollars. The total amount of the subsidy for one enterprise within one year shall be no more than 200 thousand yuan.

11. To vigorously carry out overseas project contracting, and to encourage the development and utilization of overseas resources. A highest reward of 5 thousand yuan would be granted as a subsidy for the business turnover of 1 million US Dollars of every overseas project contracting; another 5 thousand yuan of subsidy would be added for the business turnover of 1 million US Dollars of every overseas equipment project contracting. The total amount of the subsidy for one enterprise shall be no more than 200 thousand yuan.

IV. To speed up the construction of facilities for people’s daily lives and to enhance the quality of daily consumption

12. To encourage the development, transformation and upgrading of food markets. Registered food markets, taken into the lists of food markets to be transformed (developed) or upgraded in Jiangbei and in Ningbo are able to enjoy the favorable policy upon acceptance from relevant departments in Jiangbei and Ningbo; food markets winning the honor of the provincial-level “Trusted Food Market” can enjoy a one-time reward of 100 thousand yuan.

13. To encourage the development of consumer-convenient business. Upon evaluation and acceptance, the business entity of the city community business neighborhood center construction standard will be granted a one-time subsidy of 100 thousand yuan. Business entities who have already enjoyed the subsidy from the state and municipal community for commercial demonstration can enjoy the difference between the original subsidy and this new one.

V. To encourage striving for quality and for brand development

14. To encourage improvement to the quality of business service enterprises. Newly certified national 3-diamond, 4-diamond and 5-diamond restaurants (hotels) are to enjoy subsidies of 30 thousand, 50 thousand and 100 thousand yuan respectively; newly certified national 3-leaf, 4-leaf and 5-leaf green restaurants are to enjoy subsidies of 30 thousand, 50 thousand and 100 thousand yuan respectively. Newly certified national green markets or newly honored municipal level and above environmental protecting (green) malls (supermarkets) are to enjoy a one-time subsidy of 100 thousand yuan and 50 thousand yuan each.

15. To encourage old and famous shops or enterprises to develop their brands and to enhance the management capabilities in department stores and supermarkets. Newly certified and newly introduced old and famous brands in Zhejiang and those old and famous Chinese enterprises are to be granted with one-time subsidies of 200 thousand yuan and 500 thousand yuan each. Department stores who have won copper, silver and gold medals in China are to enjoy one-time subsidies of 50 thousand yuan, 100 thousand yuan and 150 thousand yuan respectively. Qualified national supermarkets, covering a total area of more than 6,000 square meters, are to be subsidized with a total reward of 50 thousand yuan.

16. To develop characteristic night markets and blocks. Qualified and accepted municipal-level characteristic night markets and blocks are to enjoy a one-time subsidy of 200 thousand yuan each. And in case recognized as a national famous business street/ block upon recommendation, another one-time subsidy of 100 thousand yuan would be available.

17. To encourage enterprises to carry out business festivals. To encourage business enterprises and exhibition companies to hold business festivals in Jiangbei District. A one-time subsidy of 50 thousand yuan would be granted for a pre-applied and allowed business event with an investment of 500 thousand yuan or above (including the cost for advertising, decoration, renting of the event site and facilities, etc.). The subsidy would reach to 100 thousand yuan in case the investment in the event rises up to 1 million yuan or above.

VI. To encourage the business and trading industry to develop bigger and better and to enhance the development of the business and trading

18. To strengthen introduction of business and trading and to encourage business and trading enterprises to take root in Jiangbei District. Newly introduced large scale business and trading enterprises, including those wholesalers who boast their product sales volume of 20 million yuan and those retailers with annual sales volume of 5 million yuan, are to be subsidized with a one-time reward of 20 thousand yuan each; for enterprises that first have retail sales, 10 thousand yuan would be the subsidy for every 20 million yuan of retail sales volume that exceeds the base number of the previous year; for enterprises that first have sales volume, 10 thousand yuan would be the subsidy for every 100 million yuan of the sales volume that exceeds the base number of the previous year. Each enterprise are not supposed to enjoy a subsidy of more than 300 thousand yuan in total.

19. To encourage business and trading enterprise to develop stronger. Large scale business and trading enterprises with positive rising of their retail sales volume for a successive of 2 years, a subsidy of 10 thousand yuan would be granted for every increase of 20 million yuan when compared to that of the base number in the previous year; Large scale business and trading enterprises with positive rising of their sales volume for a successive of 2 years, a subsidy of 10 thousand yuan would be granted for every increase of 100 million yuan when compared to that of the base number in the previous year. Every such enterprise are supposed to enjoy a subsidy of no more than 300 thousand yuan.

20. To encourage key business and trading enterprises to develop bigger in scale. In case an enterprise’s sales volume reaches 5 billion yuan or 10 billion yuan, more than the original amount in the previous year, it can enjoy a reward of 300 thousand yuan or 600 thousand yuan respectively. Based on that, every enterprise is to enjoy another 100 thousand yuan in case the sales volume exceeds the base number of last year by every 5%. Each enterprise is supposed to enjoy a subsidy of no more than 600 thousand yuan.

VII. Supplementary Articles

21. One project is not allowed to enjoy repetitive subsidies as stated in this Document. If one project has already enjoyed other rewards and supporting policies in Jiangbei, it is no longer able to enjoy the supporting rewards that are mentioned in this Document. The import and export performance is subject to customs statistics. Business and trading enterprises do not include industrial activity units and individual units.

22. This Document takes effect since August 19, 2017. (It is also valid for the period from January 1, 2017 to August 18, 2017.) Meanwhile, the previous Several Suggestions for the Development of Business Economics, issued by the People’s Government of Jiangbei District, Ningbo (Jiangbei G Office [2015] No. 66) is replead. In the event of major changes to the policies that are issued by higher authorities, we should adjust, improve and supplement this very Document.
